Workforce Development for Regional Economies: An Occupational Approach

  Ann Markusen, Ph.D.
Professor and Director, Project on Regional and Industrial Economics
Hubert Humphrey School of Public Affairs
  University of Minnesota

Despite state and local initiatives, disparate funding streams and operating conventions such as industry rather than occupational mindsets have made it difficult to integrate workforce and economic development. This talk demonstrates that the occupational structure of an industry in one region may be very different from that of the same industry in another. It proposes a much greater emphasis on locally tailored occupational approaches to both educational and post-schooling workforce preparation and retraining. While working with employers is important, workforce educators can also work with occupational groups, from trade unions that run apprenticeship programs to professional associations with experience in training and placement. Successful examples are shared.
