Position Title: Upskilling Policy Analyst

This position supports NSC’s immigrant integration policy work as well as our broader skills equity agenda, which advances policies that enable a wide spectrum of adults who lack basic skills such as English or math to access upskilling opportunities that lead to family-wage jobs. The Upskilling Policy Analyst will collaborate with the Director of Upskilling Policy to support the advancement of NSC’s skills equity platform at the federal, state, and (occasionally) municipal level, and will support the continuing cultivation and development of new members of the NSC coalition, with a particular focus on adult education and immigrant integration stakeholders.

The qualified candidate will be able to coordinate smoothly and productively with other NSC staff members to provide customized technical assistance in key areas (policy analysis/development, coalition building, strategic communications, network mobilization) to practitioners in the field. The Upskilling Policy Analyst will work closely with the Director of Upskilling Policy to identify emerging policy trends or issues, research policy proposals, draft publications and presentations that make policy issues accessible to practitioners, and support peer learning opportunities among NSC members. The Upskilling Policy Analyst will work in our Dupont Circle office.

SCC, a 47-year old nonprofit Community Development Corporation (CDC), strengthens the city of Somerville by producing and preserving affordable housing, organizing Somerville residents to campaign for social equity, and providing programming to strengthen participants’ economic and financial standing.

Primary responsibilities include: Coaching participants of the First Source Jobs Program to establish individual career plans, and provide pre- and post-placement guidance; Facilitating direct soft skills training (e.g., resume writing, interview preparation, on-the-job expectations, etc.) for job preparation, both individually and in workshops; Job search and referral; Making referrals to other programs and services as appropriate; Data input, management, and assessment; Assisting in meeting internal and external reporting requirements; Recruitment and outreach to various audiences along career preparation continuum (job seekers, trainers, employers); Program design and evaluation with team of staff and community members; Assisting with the creation and improvement of soft skills curricula; Assisting in creating partnerships with organizations that align with First Source Services; and Participating in coalitions that help to advance the First Source Jobs Program’s vision for economic opportunity.
