Accelerating Opportunity: A Breaking Through Initiative was designed to fundamentally change the way Adult Basic Education (ABE) is delivered through the integration of literacy skill development with technical skill attainment supported by comprehensive student support systems. AO was managed by Jobs for the Future, in partnership with the Washington State Board of Community and Technical Colleges (SBCTC), the National Council for Workforce Education (NCWE), and the National College Transition Network (NCTN). Funding was provided by the Bill and Melinda Gates Foundation, the Joyce Foundation, Open Societies Foundation, and the Kellogg Foundation. JP Morgan Foundation joined in year two to fund Louisiana and the Kellogg Foundation joined in year three to fund Mississippi.
NCWE Technical Assistance Team
Darlene Miller served on both the Design Team and the Leadership Team. During the Design Phase, Darlene Miller served as coach for Kentucky. Throughout the initiative she provided technical assistance and coaching to states as they developed integrated career pathways systems. She also conducted an evaluation of the KYOA during year two to a) help KY determine the effectiveness of their original eight college projects, and b) give guidance to the second round of eight colleges participating in the initiative.
Nan Poppe served on the Design Team. When Louisiana joined the initiative, Nan was assigned as the LA coach and continues to coach LA as they move into their final year of AO. Nan supports the colleges as they evaluate and change existing institutional policies to support the success of the initiative. She also worked with the Louisiana Community and Technical College System Office to assist LCTCS and the colleges with identifying policy changes to support integrated pathways.
