2016 Board Election Slate of Candidates

The NCWE Board of Directors is pleased to present to our membership seven (7) candidates running for the five (5) open board positions. These elected board members serve at the pleasure of the membership, making this voting process very important. The top four vote candidates will serve on the board for two years and are up for re-election in 2018. The fifth place candidate will serve out a vacant one-year position and will be up for re-election in 2017.

Dr. Holly Moore, Executive Dean
South Seattle College - Georgetown

Dr. Moore has been a community college educator and administrator for over 25 years. She started her career as a faculty member in workforce education and has served in a variety of administrative positions including the role of President. She is an advocate for apprenticeship, veterans and disengaged youth within the higher education system. Dr. Moore’s passion is authenticating learning that occurs outside the classroom into degrees and certificates that build careers for a lifetime. She holds a Doctorate from Seattle University and Masters from University of Washington.

"I am excited to be seeking a position on the Board for the National Council for Workforce Education (NCWE). I have spent the last 28 years supporting and promoting workforce development in higher education. In that time, I have been an advocate for policies that support students getting degrees and certificates that lead to real jobs. My recent experience leading the largest apprenticeship training center in the Pacific Northwest at South Seattle College, has given me opportunities to develop union and non-union partnerships and create pathways for journey workers that lead to community college baccalaureate degrees. Finally, I will take pride in listening to the needs of our members and colleagues, and working together to support policies that take NCWE members and organizations to greater success in providing our country’s workforce education."



Dr. Lorinzo Foxworth, Associate Vice President
Workforce Development Division
Northern Virginia Community College

Dr. Foxworth leads the Design & Implementation, Operations, and ESL departments to provide consistent in-demand certifications. His career spans the Workforce and Organizational Development professions, having owned/run a small T&D business for 15 years, led a Workforce and T&D division at Grady Hospital, and honorably served 20.5 years in the US Army leading teams as a Director of HR & Workforce Manpower Management, Director of Senior Recruiting and Leadership for Army Recruiting, and Director of Employee Relations. He earned his Doctorate of Management in Organizational Leadership from the University of Phoenix, and is a US Army Sergeants Major Academy Graduate (Senior Executive Leadership).

"I am interested in becoming a NCWE Board of Directors member because of the high tradition of professional development NCWE is known and expected to deliver consistently. I am totally excited that NCWE is the premier organization that workforce professionals will want to become lifetime members of, and I feel I have the commitment, professional skills, and innovative attitude to help expand these services. The Workforce Development profession is a high-growth industry in the nation now and we need leaders that can model the leadership acumen needed in times of change, interpersonal skill development and disruptive innovation - I feel I can help advance NCWE traditions of people and service. I humbly ask that you help me make the NCWE high traditions continue into the future."



Heidi Jo Braun, Program Director
Customized Training and Continuing Education
Pine Technical and Community College, MN

Heidi has served in administrative positions in the customized training and continuing education field for the past 14 years. She is responsible for building collaboration between academic curriculum and corporate and continuing education programs to recommend and develop training products meeting the needs of businesses and industries in the community. In 2006, Heidi received the Individual Achievement Award by the Minnesota Council for Continuing Education and Customized Training. She holds a Master of Arts in Educational Administration from the University of South Dakota.

"As the National Council for Workforce Education is committed to promoting excellence in workforce education I am especially interested in serving on this board as I have worked in customized training and continuing education and am very interested in being a part of a forum that is addressing the needs of education and economic development. I have served as Vice President for the Minnesota Council for Continuing Education and Customized Training statewide organization. I have enjoyed serving the needs of our statewide constituents and would be very interested in participating in a forum now that would address these issues on a national basis and expand my learning in this arena. I would be excited to work with talented and passionate people in this field who are also engaged to do amazing work nationwide."



Dr. Gregory Timberlake
Dean of Business, Industry and Technology
North Central State College, OH

During Dr. Timberlake’s employ at North Central State College, because of great support from colleagues and the community, we are transforming North Central State College’s Kehoe Center into a premier academic/workforce training center bringing under one roof in conjunction with our associate degree programs, high school students, apprentices, two bachelor degree partners and one graduate program as well as expanding non-credit training. Greg holds a Doctor of Psychology (Psy.D.), Organization Development from Alliant International University.

"I look forward to serving on NCWE’s Executive Leadership Committee and the opportunity to impact practice and policy, in order to represent to some degree small and rural schools in our county, and in order to help my college continue improving its ability to serve our stakeholders and communities. (On the manufacturing side, which is extremely important in our service region we have mostly Tier 3 and Tier 2 companies. At my college we are successful to the degree we collaborate and add value to our partners, I look forward to bringing these qualities to NCWE."



Dr. Kenneth Warden
Dean, College of Applied Science and Technology
University of Arkansas-Fort Smith

Dr. Warden has been involved with workforce education for the past 20 years, and has held positions ranging from faculty member to senior administrator. He has served on the NCWE Board for the past three years as an Elected Board Member.

"I am now seeking another term as a board member for NCWE. As demonstrated by my prior work on the board, I feel strongly about this organization and the members we support. I truly believe that our organization is the premier mechanism for policy influence regarding workforce education in the nation. Our collective voice is one that needs to be continually heard and I stand ready to help lead the effort."



Paula Nissen, Certified Public Manager
Iowa Department of Education

Paula serves as Education Program Consultant for Iowa Department of Education and Outreach Liaison for the Community College Division specializing in workforce preparation and education outcomes research. She has been employed by the State of Iowa for the past 18 years, working 16 years as the Bureau Chief for Iowa Workforce Development’s Regional Research and Analysis Bureau. In her position, she conducts outreach to economic developers, local workforce offices, educators, and businesses across the state of Iowa and nationally in order to develop customized research.

"My current position allows me to bring together and analyze multiple data sources which requires community and government partners work together toward a common set of goals and priorities. I am interested in serving on the NCWE Board of Directors in order to assist in the support of workforce education initiatives that are of importance to the Council. The Vision and Mission of NCWE mirror the work that I perform for the State of Iowa through research and connectivity. I truly believe these efforts make a difference through connecting students to the employer demand for skilled workers and employers to education and economic development efforts."



Craig Lamb, Vice President
Corporate and Continuing Education
Rowan-Cabarrus Community College, NC

Craig serves as Vice President of Corporate and Continuing Education at Rowan -Cabarrus Community College in Salisbury, North Carolina. His responsibilities include training and education projects in support of community, economic and workforce development. Worker selection, workplace certification and process improvement are areas of special interest. Prior to joining RCCC in 2014, Craig served as Executive Director of Ivy Tech Corporate College for 17 years. He holds a BA in Organizational Communication from Purdue University and an MA in Adult and Community Education from Ball State University.

"The National Council for Workforce Education is in a unique position to support workforce professionals throughout the country through sharing content, developing strong networks and advocating for the future of workforce education. I feel that as an elected board member I would add value to the thinking and planning of the Council and be and enthusiastic advocate for all of the organization’s initiatives."
