In 2004 the CEO of South Kentucky RECC expressed concerns about the impending shortage of skilled and qualified lineworkers. He asked the college to consider developing a Lineman Training Program. Over a four year period, working with many community groups including the Somerset-Pulaski County Development Foundation, the Lake Cumberland Area Development District, South Kentucky RECC, Pulaski County Fiscal Court, and the Governor’s Office of Local Development (GOLD), the college secured enough grants and loans to build a building for this program. The Somerset Pulaski County Development Foundation (SPCDF) set aside eight acres of land adjacent to Valley Oak Technology Park for the facility. American Electric Power donated the curriculum to the Kentucky Community and Technical College System, of which Somerset Community College is a part.
