NCWE Publications
To meet our goal of providing leadership through national and regional research studies that enhance our member's knowledge and expertise, NCWE partners with councils, foundations, universities, and others to produce publications germane to workforce and economic development.

Breaking Through
Since 2004, the Breaking Through Initiative (BT) has pioneered and demonstrated that by focusing on four (4) key strategies, community colleges across the country are able to move academically underprepared adults into postsecondary occupational and technical career programs. NCWE and its partner, Jobs for the Future (JFF), have provided funding and technical support to colleges for this initiative. Breaking Through reports provide NCWE members promising practices for replication.
