Keith Bird is Senior Policy Fellow for Workforce and Postsecondary Education Dr. Birdâ€™s responsibilities with CSW include advancing national projects related to helping low-income, nontraditional and other adult students gain access and successfully complete post-secondary education with credentials recognized by the labor market. He works with business and industry to develop collaborative partnerships with community colleges, workforce investment boards, adult learning, and accreditation organizations. He is currently working to develop competency based curricula with industry to meet the demand for more skilled workers. He is a member of the American National Standards Instituteâ€™s Board of Directors and the Committee on Certificate Programs and is currently researching linkages between business and industry formal and informal training and the attainment of academic credentials developed with industry. From 1999-2009, Bird was the first Chancellor of the Kentucky Community and Technical College System and served as president of colleges in New Hampshire and South Carolina. He has also served in statewide roles as Deputy Commissioner of the New Hampshire Community Technical College System; the Director of Operations and Training for the New Hampshire Job Training Council, Inc. (JTPA;) and Director of the Business-Government-Education Kellogg-funded Continuing Education Network for N.H. He also created New Hampshireâ€™s first Manufacturing Extension Program for NIST.
He has contributed to a number of policy studies on credentialing and competency based education as well as career pathways and partnerships with industry and is a frequent speaker on these topics to a wide variety of audiences. He has also been involved in numerous Foundation grants, USDOL, FIPSE, and NSF-ATE.
