Building Partnerships and Bridges for Youth: Instituto’s Escalera Program

Presenters from Instituto del Progreso Latino’s (IPL) Youth Development Program will discuss partnerships developed with National Council of La Raza and PepsiCo. The Youth Development Program; specifically, Escalera College Bridge Program, has leveraged resources to better prepare youth for both post-secondary education as well as the workforce. Through the intensive 15 month curriculum, youth learn and develop skills necessary for their success in an ever competitive global economy. Through our partnership with PepsiCo, Escalera youth are provided with a competitive internship where they learn and grow in a professional environment, putting to practice what was learned in the classroom into the workforce.

A Systemic Approach to Prior Learning Assessment
TRACK: Best Practices in Workforce Education
WITCC was approached by Wells Enterprises, the largest privately held ice cream manufacturer in the US with over 2,500 employees, to help upgrade the technical skill level of its workforce. This was accomplished by utilizing stackable credentials. WITCC and Wells collaborated to create many contract training pathways for its workforce. All of this happened in the noncredit arena. At this time, WITCC promoted its ability to align and convert this learning into credentialed Associate’s degrees for its employees. A little over a year ago, Wells leadership worked with WITCC to create a systematic Prior Learning Assessment and Credit Learning pathway for its workforce to earn credit degrees based on its stackable, competency-based portfolios.

Pathways to the BAS: Apply What You Know, Learn and Experience

This presentation will describe community college pathways to applied Bachelor of Science Degrees in two areas: Professional Technical Teacher Education and Sustainable Building Science Technology. When compared to traditional degrees these applied bachelor programs incorporate hands-on learning, work experience and competencies as the focus for all coursework. The presenters will describe how the programs build on military experience, apprenticeship, journey workers, and corporate experience to enable students to complete baccalaureate degrees. Information on the vital role of business, industry and labor will be examined. Job opportunities, accreditation standards and course delivery will also be covered in this presentation.

Cross-Cutting Collaboration: Composites Washington
TRACK: Employer Engagement Strategies and Innovative Partnerships
From aircraft to boats and wind turbines to sporting goods, Washington’s rapidly growing composites industry is creating new jobs that require skilled technicians. An alliance of community and technical colleges, “Composites Washington” has formed a cross-cutting collaboration to strengthen workforce skills throughout the industry. The group is made up of 10 community and technical colleges offering composites training and is led by two Centers of Excellence: Aerospace and Advanced Materials Manufacturing and Marine Manufacturing and Technology. The strength of the alliance is the engagement with industry and commitment to standards-based training, and the professional development opportunities for faculty, students and industry partners.

The Aspen Institute Workforce Strategies Initiative recently completed a national survey of nonprofit-community college collaborations that are working to help students complete their educational goals and obtain or improve their employment. In this session, Aspen researchers will share the findings from this survey. The presentation will draw on findings from the survey to discuss what this field of practice looks like including the various strategies and activities of these collaborations, the student populations they serve, the industry sectors they target and how they engage employers, the funding streams and resources they leverage, the roles and responsibilities institutions assume, and the challenges partners face.

Pathways to Success through Early High School, Career Center, and Community College Partnerships.
TRACK: Employer Engagement Strategies and Innovative Partnerships
Students who already have course credits when starting college are more likely to have higher ACT scores, higher GPA averages as freshmen students, are more likely to return to college after their first year, and are more likely complete their degrees on time. Dual Credit is offered at colleges across the country, but the ingredient that turns high school students into employable workers are the partnerships developed between the community college, high school, career centers, and employers. This relationship insures that high school students are not just gaining credit, but are on the pathway to being highly employable workers. In this presentation, the partnership between Waubonsee Community College, local high schools, and two community career centers will be highlighted to demonstrate how high school student’s opportunities for success are maximized in the Criminal Justice, Fire Science, and health care professions.

Scaling Up PLA: A Systems-Based Approach

CAEL research shows that students with prior learning assessment (PLA) credits are more likely to graduate in less time and costs than their non-PLA counterparts. With the push for greater success and access, state systems are starting to take the lead to scale up PLA in their states. Presenters will review research, legislative activities and system-based efforts to promote PLA on the ground. You will learn how the TN system has played a leading role in moving the PLA agenda, resulting in statewide standards. Women into Advanced Manufacturing: Raise the Floor

Through an initiative at Gateway Community and Technical College called Raise the Floor, women are learning about the financial and career opportunities in advanced manufacturing. The purpose of the Raise the Floor program is to help women complete manufacturing training, matriculate successfully into manufacturing jobs, and maintain their employment to increase their economic self-sufficiency. Also, Raise the Floor is an initiative designed to create a sustainable pipeline of skilled employees for the advanced manufacturing sector in the Northern Kentucky/Greater Cincinnati region. The Raise the Floor program is good for business, an answer for manufacturers, and an opportunity for women.

Registered Apprenticeship College Consortium: Formalizing and Bringing Apprenticeship Degrees to Scale

After years in the making, the Registered Apprenticeship - College Consortium is now a full-fledged organization and has garnered praise from Vice President Joe Biden and other policy makers. Initiated by the U.S. Departments of Labor and Education, the idea is to establish a framework for awarding college credit for apprenticeship programs, making the process as easy and transparent as possible. Building on the best practices happening at some college campuses already, consortium members pledge to accept one another’s evaluations of how much credit should be awarded for apprenticeship programs, minimizing case-by-case assessments and maximizing access for apprentices and graduates.

The Ohio Manufacturing Collaborative
TRACK: Community Colleges’ Role in Economic Development and Community Revitalization
The Ohio Manufacturing Collaborative was established to fill the manufacturing skills gap in Southwestern Ohio, involving 15 manufacturers, Clark State, WIB, Community Action, OhioMeansJobs, Springfield Schools, Springfield Chamber, and Community Improvement Corporation. The Collaborative provides job seekers with a certificate program that develops basic job skills for entry-level manufacturing. Students are able to take the course free due to multiple funding sources. Manufacturers that participate could be eligible for incumbent training dollars through the state. Project partners will present an overview of the Collaborative, curriculum, deliverables, recent successes, and an outline for replication of this program.

Emerging Issues Around Stages of Data Collection in TAACCCT Grant Implementation

There is often a separation between approaches to education and approaches to workforce development, particularly when it comes to collecting data at different stages across an individual grant-funded program. The goal of this presentation will focus how community colleges are bridging this research and practice divide making it more bamboo-like and less iron-clad. To illustrate how this might be done, the session will use as an example the Iowa Advanced Manufacturing (I-AM) TAACCCT grant.

While workforce development programs have been running at dozens of City University of New York (CUNY) colleges for many years, there has never been a formal approach to standardizing their best practices across the university. The US Department of Labor-funded CUNY CareerPATH program worked to change that. The initiative included extensive professional development activities and technical assistance strategies that promoted discussion of common challenges, sharing of best practice, and improvement of performance. This session will explore the role of professional development and technical assistance through a detailed case study. Workshop attendees will walk away with ideas that will help them establish or improve their program support structures.

Employer Engagement - This model will work for YOU!

Studies show that the earlier employers engage with students the more positive the outcome in terms of employment, salaries, employer/employee satisfaction, just to name a few. The Kansas Board of Regents has collaborated with the Kansas Department of Commerce, the Kansas State Department of Education, and several pilot colleges to develop an Employer Engagement Initiative. This tiered model allows almost any business partner to be recognized for their efforts, and encourages further involvement and support of CTE programs. It also assists faculty and business with ideas on how to further engage and provides a path to additional collaborative efforts.

Workforce Now: Critical Employment Skills Gap Analysis

Workforce Now is a regional research initiative to provide better information on regional workforce gaps, skills, and characteristics to both educators and the public. The quality of the regional workforce is a primary competitive factor in its growth and economic development. The first report presented information gained from extensive surveys and interviews of three large established employers and the second from three key business sectors in Southwest Florida. These two initial studies not only found a considerable number of commonalities across all employers and sectors but also set the stage for ongoing research. An Examination of PIAAC Findings in the U.S.
TRACK: Best Practices in Workforce Education
This presentation will provide an overview of key findings on the Unites States from the OECD survey of adult skills (i.e., Programme for the International Assessment of Adult Competencies (PIAAC)) with regard to literacy, numeracy, and problem solving skills. In addition, we will examine outcomes for U.S. residents aged 45 to 65 included in PIAAC who participated in varying types and intensities of adult education and training. Outcomes that will be analyzed include labor force participation rates, employment status, and income. Gaining a better understanding of how adults benefit from varying types and intensities of education and training at older ages is important from both a policy and practice perspective.

In the interest of improved efficiency to graduation the Texas Higher Education Coordinating Board has funded projects to develop education pathways for specific disciplines. The development of these specific pathways provided the feedback to support an expanded scope of Programs of Study (POS) for the State of Texas. IMS Gear is a German-owned, world-wide manufacturer of automotive parts, operating a 100,000 sq. ft. advanced manufacturing plant in Virginia Beach, Virginia. In order to jump start non-credit courses in machining, IMS offered Tidewater Community College full use of machining equipment and classroom space pro bono as long as TCC could secure an instructor and curriculum. The pilot course ran with great success in the spring of 2014 and now the partnership includes other area manufacturers. In addition, TCC will offer two advanced levels of machining and CNC courses starting in the fall of 2014. The employees completing the courses will sit for the Institute for Metalworking Skills (NIMS) exam certification in the spring of 2015.

Most critically, degree programs assume students will earn 4-year degrees before finding work in their field. Clark State, building on its long history of agricultural education and embedding its recent programs, such as Geospatial Information Systems, Cybersecurity, and Software Development, has leveraged these core programs to create a responsive and cutting edge Precision Agriculture program: the first of its kind at a community college in Ohio. The Advanced Manufacturing, Mechatronics, and Quality Consortium is a partnership of four community colleges in MA, OH, LA, and TN. Funded by a TAACCCT III grant, the colleges are developing a shared entry-level Industrial Readiness Training that stacks into a common Intro to Manufacturing. These foundational courses create entry points to credit certificates and degrees in manufacturing, mechatronics, and quality. The programs will incorporate PLA and challenge exams to speed completion for veterans and displaced workers with previous manufacturing experience. The challenges of implementing stackable credentials multiply when four institutions are involved; but working with partners enables curriculum planners to learn from each other.

General Motors Global Certification Program

Since 2004 Macomb Community College’s Workforce and Continuing Education Engineering and Advanced Technology division has provided GM Vehicle Systems, a total turnkey solution for certifying GM and their supplier base to GM’s global engineering hardware and software standards. As part of GM's standardization, we developed a series of certification courses for internal engineers as well as their suppliers in 13 countries attended by over 4,800 individuals. The program allowed GM to manage and control a consistent approach to the design of automated systems and allowed us to leverage knowledge across all engineering and advanced technology offerings through programs targeting entry level, middle skills and engineering related occupations.

Expanding the Measures of Success

Colleges have an important stake in credentialing done by state licensure boards and industry. Colleges often provide the preparation for these credentials but rarely know the outcomes. We need better data both to gauge how well we are meeting industry standards and to get credit for another form of student success. Several recent reports have focused on the need to better understand workforce credentialing and a coalition of organizations has issued a call for action to bring order to the maze of credentials This presentation will focus on the federal government’s efforts to collect better information on non-degree credentialing and on an initiative to create a data exchange between colleges and industry certification groups. To meet new credentialing standards, working medical assistants are offered a low-cost, customized and flexible education program to complete coursework and prepare for a national exam. The largest health IT association is collaborating with Bellevue College on a national veterans career services roll-out.

Productive Partnerships for Existing Worker Skills

In 2009 ATU-Ozark joined forces with Green Bay Packaging to develop the Green Bay Packaging/Arkansas Tech-Ozark Morrilton Training Site. This collaborative partnership leveraged the expertise of ATU-Ozark, with over $1 million in capital investment from GBP, and with state agency funding to create a state-of-the-art training facility designed to enhance electrical, mechanical, and instrumentation skills of incumbent workers throughout the region. The training program has trained over 200 incumbent workers from over 15 different companies.

With little competition and various federal and state funding sources, concepts like efficiency, fiscal sustainability and adaptability were not a major concern. Many institutions that are using these models are now having difficulties maintaining enrollment and profitability. To accomplish the goal of providing quality learning, many institutions are emphasizing contract training more. This study examined four programs in order to create a sustainable business model that can be used by institutions to create sustainable programs and meet customer workforce needs.

Creating a U.S. Credentials Framework

CSW and CLASP are leading a Lumina Foundation supported team that is developing a U.S. Credentials Framework - a unified tool for showing in a common language and structure the levels and types of competencies involved in degrees, certificates, industry certifications, and other credentials. The Framework is being designed based on leading edge approaches both within the U.S. and internationally, with substantial input from education and industry. The first public draft of the Framework will be published shortly before the conference.
